On August 28, the Second Annual General Meeting of the National Lubricant Enterprises Alliance under the SME Working Committee of the China Petroleum and Chemical Industry Federation, together with the Third High-Level Forum on the Development of the Lubricant Industry, was held at the Shangri-La Hotel in Suzhou. The conference was organized by the National Lubricant Enterprises Alliance and co-organized by Guoji Intelligent (Suzhou) Co., Ltd., Beijing Dingcheng Chuangying International Exhibition Co., Ltd., and Jiangsu Tom Group—Jiangsu Thomson Intelligent Equipment Co., Ltd. The Oil & Gas Specialized Committee of the Petrochemical Federation provided special support. Wang Jingmin, Secretary-General of the SME Working Committee of the Petrochemical Federation, Li Xuelong, the first rotating chairman of the Alliance, Jiao Chong, the Alliance’s Secretary-General, and members of the Alliance’s specialized committees attended the meeting.

  On August 28, the Second First Session of the National Lubricant Enterprises Alliance under the SME Working Committee of the China Petroleum and Chemical Industry Federation, together with the Third High-Level Forum on the Development of the Lubricant Industry, was held at the Shangri-La Hotel in Suzhou. The conference was organized by the National Lubricant Enterprises Alliance and co-organized by Guoji Intelligent (Suzhou) Co., Ltd., Beijing Dingcheng Chuangying International Exhibition Co., Ltd., and Jiangsu Tom Group—Jiangsu Thomson Intelligent Equipment Co., Ltd. The Oil & Gas Specialized Committee of the Petrochemical Federation provided special support. Attending the meeting were Wang Jingmin, Secretary-General of the SME Working Committee of the Petrochemical Federation; Li Xuelong, the first rotating chairman of the Alliance; Jiao Chong, the Alliance’s Secretary-General; experts from the Alliance’s specialized committees; representatives from lubricant associations across various provinces; representatives from member units; and representatives from outstanding enterprises in the same industry. The meeting was chaired by Zhang Guangkuan, Director of the SME Working Committee of the Petrochemical Federation and Deputy Director of the Alliance. Mr. Wang Yuhé, Chairman of Qingjie Petrochemical, and Mr. Wang Pengtao, General Manager of Qingjie Petrochemical, as permanent board members, were also invited to attend the meeting.

  In her speech, Wang Jingmin, Secretary-General of the SME Committee of the Petrochemical Federation, stated that in the face of a complex economic environment, in order to better serve the industry and promote its development, the Federation has accelerated the pace of reform and innovation in its working mechanisms and has identified a strategic direction for implementing a rotating leadership system. This is an important initiative for the Federation to enhance service efficiency and management effectiveness, expand its service capabilities, and facilitate continuous achievement of strategic consensus among industry enterprises. It will also help elevate the Federation’s overall image and further boost the industry’s development to a new level.

  Subsequently, Jiao Chong, Secretary-General of the Alliance, delivered the “Work Report of the First Board of Directors.” In his report, Secretary-General Jiao highlighted five key areas: deeply engaging with members, conducting industry research, pooling expert insights to advance industry studies, and actively promoting industry development; refining the industry service system and working mechanisms, and exploring the establishment of an efficient and flexible alliance structure; advancing the construction of an industry integrity system, purifying industry ethos, and fostering standardized industry development; enhancing the quality of association management, expanding brand promotion and publicity efforts, and creating a shining image for the lubricant oil industry; and strengthening internal capacity-building, enforcing strict and standardized management, and laying a solid foundation for serving the industry. The report noted that since its establishment in March 2016, the Alliance has adhered to the guiding principle of “being rooted in the industry, serving enterprises, sharing resources, and achieving win-win cooperation.” Under the correct leadership of the First Board of Directors and through the joint efforts of all members, the Alliance has steadily promoted member management and development. The membership base has gradually expanded—from 79 companies at the outset to the current 92. In-depth industry research, analysis, and exchange and cooperation activities have been carried out, the technical guidance and industry service capabilities of the Expert Committee have continued to strengthen, the level of document preparation and association management has steadily improved, and the Alliance has forged increasingly close ties with provincial industry associations and other relevant organizations, significantly enhancing its visibility and social influence.

  The conference reviewed and adopted the “Amendments to the Alliance Charter” and the “Detailed Implementation Rules for the Rotating Chairmanship Mechanism,” and proceeded to elect the first rotating committee and rotating chair of the Alliance. Li Xuelong was elected as the first rotating chair of the Alliance, while Fu Yonghong, Yan Peng, Liu Changqi, Li Zhihe, Li Xuelong, Jiao Chong, and Zhang Tianming were elected as members of the first rotating committee. Subsequently, Wang Jingmin, Secretary-General of the SME Committee of the Petrochemical Federation, presented the certificate to Li Xuelong, the first rotating chair of the Alliance. Li Xuelong, the first rotating chair of the Alliance, and Jiao Chong, the Alliance’s Secretary-General, then presented certificates to the vice-director units and director units, respectively.

  In his statement, Li Xuelong, the first rotating chairman of the Alliance, proposed that we should diligently strengthen our internal capabilities and continuously expand our membership; we should foster vertical collaboration and actively promote the establishment of a provincial-level industry association alliance; and we should deliver tangible, effective services to our members by clearly defining and implementing a comprehensive service catalog. Under the leadership of the Petrochemical Federation, the National Lubricant Oil Enterprises Alliance will adhere to the guiding principles of “being rooted in the industry, serving enterprises, sharing resources, and achieving win-win cooperation,” follow the development philosophy of “renewing the old and embracing the new, carrying forward the past and opening up the future,” remain firmly committed to serving our members, and comprehensively advance the high-quality development of the lubricant oil industry, thus writing a new chapter in the industry’s development.

  Concurrently with the conference, the 3rd Summit Forum on the Development of the Lubricant Industry was held. The forum was chaired by Ma Xifou, Director of the Alliance’s Specialized Committee. Four experts—Tan Zhonghai, General Manager of Daqing Bozhi Technology Co., Ltd.; Wang Chengcheng, General Manager of Zhengben Special Oil Transportation Co., Ltd.; Zhou Gantang, Deputy Chief Engineer and Director of the Base Oil Research Institute at the Beijing Research Institute of Sinopec Lubricant Company; and Wu Chengzhi, a member of the first batch of experts in the National Pollutant Discharge Permit Expert Database and General Manager of Sanjie Environmental Engineering Consulting Co., Ltd.—each delivered insightful presentations from different perspectives, including technology, transportation, market, and policy regulations.

  This conference marks the starting point for the alliance to optimize its charter mechanisms and foster innovative development approaches. Under the leadership of the new Alliance Committee, the alliance will remain committed to its guiding principle—“rooted in the industry, serving enterprises, sharing resources, and achieving win-win cooperation”—in response to the emerging trends, new challenges, and fresh opportunities in the lubricant oil industry. The alliance will continue to leverage its unique strengths, place particular emphasis on building key brands, pool collective wisdom, enhance its service capabilities, and contribute to driving industry development and cultivating national brands. As a director unit of the National Lubricant Oil Enterprises Alliance under the China Petroleum and Chemical Industry Federation, Qingjie Petrochemical will actively and diligently cooperate to help elevate the alliance’s work to a new level.
